Idle may be used in reference to persons that move lazily or without purpose.. It provides you with an environment where you can write python scripts and run them or write python code line.
It is completely written in python and the tkinter gui toolkit (wrapper functions for tcl / tk).. The python installer for windows contains the idle module by default.
