It's more a matter of priorities. There is just a lot of other stuff happening that is more of an immediate concern than the fact that Subaru is able to remember Rem (which they can't prove if he is lying or not anyway). As for why he can remember, we don't know. Subaru has no idea why he is able to remember Rem either.. Subaru losing his memories wasn't just about suspense or mystery. It forced both Subaru and the audience to answer a difficult question: If you erase all the achievements, scars, and relationships… who is Subaru really? The answer Arc 6 gives is surprisingly powerful. Even stripped of everything, Subaru still keeps moving forward.

The reason Subaru remeber is most likely because of Satella. Since RBD is conceptually such a strong power for the setting, one can assume Satella puts her "soul" close or even intertwined with Subaru so they can share the ability. And overwriting Satella's memories is above the pay grade for both the gluttony twins and the whale.. Over the course of their time in Vollachia, Rem's former feelings for Subaru seemed to slowly return, but due to her missing memories, these inexplicable feelings only manage confuse her more as she didn't understand nor remember why she felt the way she did about Subaru.
